Samira Sana Fernandes de Sousa Carmo is an electrical engineer from the State University of Campinas (UNICAMP), specialist in Wind Energy (University of Kassel, Germany) and Public Management (Pioneer Union for Social Integration, Brazil), and holds a Professional Master´s Degree in Public Policy and Development from the Institute of Applied Economic Research (IPEA) about the impacts of the implementation of the Brazilian Energy Efficiency Law.

Samira has worked in the Energy Sector since 2003, as General Coordinator of Environmental Sustainability of the Energy Sector in the Ministry of Mines and Energy from 2003 to 2010. From 2011 to 2018, she supported the development of public policies on renewable energy, hydrogen and fuel cells, and energy efficiency in the Ministry of Science, Technology and Innovation (MCTI), as Specialist in Public Policies and Government Management. In March, 2018 she assumed the position of General Coordinator of Energy Efficiency in the Ministry of Mines and Energy.
